African Development Bank supports continental strategy on COVID-19 with US$27.33 million
In response to a request by the Bureau of the African Union Heads of State and Government under the leadership of H.E. Cyril Ramaphosa, Chairperson of the African Union and President of South Africa, the African Development Bank (AfDB) has approved a grant of US$27.33 million to the Africa Centres for Disease Control and Prevention (Africa CDC). The grant agreement was signed today in Addis Ababa by H.E. Amira Elfadil Mohammed, Commissioner for Social Affairs, African Union Commission and Dr Abdul Kamara, Ethiopia Country Manager, African Development Bank.
Awarded under three key components – technical assistance and capacity building (US$19.33 million), institutional support (US$7 million) and contribution to the African Union COVID-19 Response Fund (US$ 1 million) – the grant is to support implementation of the Africa Joint Continental Strategy for COVID-19 Outbreak. It will enable Africa CDC to provide technical assistance and capacity building support in combating the COVID-19 pandemic and mitigating its impact in 37 African Development Fund eligible African Union Member States.
“The fight against COVID-19 is far from being over”, said H.E. Amira Elfadil Mohammed. “This generous financial support from the African Development Bank will help strengthen the capacity of Africa CDC to respond to the COVID-19 and future pandemics. It will help improve the capacity of National Public Health Institutes of Member States, support evidence-based epidemic intelligence, strengthen infection prevention and control, and support the Regional Economic Communities”.
“The expected outcome from the Bank’s collaboration with the Africa Union is a stronger Africa CDC able to rapidly coordinate emergency assistance across Africa, particularly in low income member countries, beyond the current COVID-19 response, working in collaboration with other development partners, including those in the private sector”, said Dr Kamara.
In February 2020, Africa CDC developed a continental strategy to respond to the COVID-19 pandemic, aimed to enhance cooperation, collaboration, coordination and communication while preventing severe illness and death and minimizing social disruption and economic consequences due to the pandemic. The strategy was validated by the African ministers of health in February and endorsed by the Bureau of Heads of State and Government in March 2020.
Although Africa has not recorded very high number of COVID-19 cases and deaths as in other continents, the impact of the pandemic has been very high on the continent, exerting intense pressure on the already fragile health system and adversely affecting the socioeconomic situation on the continent.
Since the validation and endorsement of the continental strategy, Africa CDC has continued to leverage resources to provide technical and material support to Member States in their response to COVID-19.
In June 2020, Africa CDC rolled out the Partnership to Accelerate COVID-19 Testing (PACT), an initiative that has enabled it to bring partners together as a collective to expand testing, contact tracing and treatment of COVID-19 cases across the continent.
“We see PACT as a movement that allows us to do certain things very quickly. Since it was rolled out, testing, contact tracing and treatment have improved across the continent, but we are not there yet. What this tells us is that what we are doing is working and we must intensify our efforts. This is why partnership with institutions like AfDB is very important to us”, said Dr John Nkengasong, Director of Africa CDC.
The partnership with the AfDB is unique as a pan-African institution supporting socioeconomic and development initiatives across Africa. The grant award will significantly enhance the capacity of Africa CDC to provide more support to eligible Member States.
“Indeed this grant will be a big boost to Africa CDC efforts in responding to the COVID-19 pandemic in Africa including strengthening its own capacity to address public health issues in the continent”, said Dr Ahmed Ouma, Deputy Director of Africa CDC.
As a leading development finance institution, AfDB has made significant contributions to the COVID-19 response in Africa through its COVID-19 Rapid Response Facility approved by the Boards of Directors in April 2020 and this contribution will further contribute to the Bank’s efforts in mitigating the socioeconomic impact of COVID-19 in Africa.
“Through this support to the African Union and the Africa CDC, the Bank is demonstrating its continued commitment to supporting African countries to build a healthy and productive society in line with the High-5 Agenda on ‘Improving the quality of life for the people of Africa’, said Ms. Martha Phiri, Director of the Human Capital, Youth and Skills Development Department of the AfDB.

Police Rescue 9 Police Officers from Armed Bandits in Katsina
The Nigeria Police have successfully rescued Nine (9) Police Officers who earlier went missing on 8th November, 2020 between Kankara town and Sheme in Katsina State after the night commercial bus they were traveling in came under attack by heavily armed men, all dressed in Military Camouflage, but suspected to be bandits.
The officers, all Assistant Superintendents of Police (ASPs), were on their way to Gusau in Zamfara State from Maiduguri at the time of the incident. Two of the officers are currently receiving medical attention in a hospital, while the remaining seven are being debriefed. Covert operation to locate and rescue the officers commenced immediately they were discovered missing en-route to their destination. Thus, the apparent delay in commenting on the unfortunate incident was a deliberate decision aimed at protecting the integrity and confidentiality of the rescue operation and the concomitant safety of the officers. It is also important to state that preliminary investigation has shown that the attack on the vehicle was an opportunistic crime as the officers were all traveling in mufti, unarmed and alongside other private citizens in the commercial vehicle.
The total number of officers involved in the incident is nine (9) and not twelve (12) as previously, wrongly reported in some sections of the media. Follow-up investigation into the incident is still ongoing. Meanwhile, the Inspector General of Police, IGP M.A Adamu, NPM, mni reassures Nigerians that the Force is working assiduously to ensure an improved safety and tactical presence of police personnel on our highways as the yuletide approaches.

NIPR, FERMA Partner on Crisis Management
The National President and Chairman Nigerian Institute of Public Relations (NIPR) Governing Council, Mukhtar Zubairu Sirajo fnipr has commended the Federal Roads Maintenance Agency for improved information dissemination as regards its activities. Sirajo made this known when he led a delegation of NIPR Governing Council and the FCT Chapter Executive on a courtesy visit to FERMA Headquarters today 18th November, 2020. In his remarks, the President said the purpose of the visit was to seek areas of partnership with FERMA that will be beneficial to both parties.
He said “eye on the road”, a weekly programme by the Agency was highly effective in disseminating information about the activities of the Agency to the Public. Adding, the President said he could attest to the fact that FERMA is always on her toes, working tirelessly to ensure federal roads are motorable to the users of the roads and to foster economic growth. He said, “I can imagine the adverse effect on roads across the nation if FERMA is off the roads for months”. Sirajo congratulated the Managing Director, FERMA for releasing one of her best staff in person of Mrs. Maryam M. Sanusi, mnipr, as the Chairman, FCT Chapter. He said Maryam who is Director, Communications and Public Relations in FERMA has brought improvement to the leadership in NIPR thereby transforming it within the short time she has spent there. The President further commended FERMA for not falling short of NIPR’s standard of allowing professionals to head the Public Relations Department. He pledges NIPR readiness to partner FERMA for seamless communication process and advice on crisis management.
The Managing Director/CEO, Federal Roads Maintenance Agency, FERMA, Engr. Nuruddeen A. Rafindadi FNSE in his response appreciated the NIPR team for recognizing the effort FERMA has made in showcasing to the public her activities. He attributed the success of the performance of FERMA to the professional manner the Public Relations handlers have carried out their job. Appreciating the Director, Communication and Public Relations, he said, but for her doggedness in ensuring that the activities of the Agency are showcased to the public through the media, it would have been difficult for the public to know and appreciate what the Agency is doing due to the paucity of fund as a result of low budgetary releases. The MD said, “When I assumed office in October 2017, the Agency had only received 1 billion out of 25 billion of its capital budget for the year and as at December 2017, the Agency only got about 35% of its budget. The funding in FERMA is very low, but not withstanding, we must communicate often with the public, and the Communications and Public Relations handlers have been doing so effectively to the extent that the public know of our reality and challenges and appreciate our effort in fixing federal roads despite the low funding”. The MD said partnership with the NIPR was a necessity and very important to FERMA especially with regards to crisis management.
He pledged the Agency readiness for a continued partnership, while thanking NIPR for given the Public Relations handlers in the Agency a platform to develop, considering that all staff of Communications and Public Relations Unit are members of NIPR. Rafindadi enjoined NIPR to continue to project FERMA’s good image to the public, saying that work would commence soon on the federal roads across the country before Christmas as the Agency is working tirelessly to ensure the COVID-19 Intervention projects is concluded soon. Other members of the Council commended the Agency for its prompt intervention on Nigerian roads and prayed for the Agency to witness growth and progress in its activities to the benefits of the road users. The Managing Director was invited to be a special guest during the Annual General Meeting of NIPR which will take place in Bauchi early next year.

OGIRS TARGETS N7B MONTHLY IGR - OLALEYE
Ogun State Internal Revenue Service (OGIRS), has said that it is determined to raise the bar of Internally Generated Revenue (IGR), in the State from the present N2.8b to N7b monthly.
The Executive Chairman of OGIRS, Mr. Anthony Olaleye made this known at a maiden meeting of the newly inaugurated Board members of OGIRS, at his office in Abeokuta.
Olaleye, in a statement signed by OGIRS Media Head, Mrs. Bolanle Ogunlami, explained that driving the State‘s IGR higher was a priority for all board members to pursue with integrity, adding that it could be achieved by putting the right technology that would capture more taxable adults into the State’s Tax net.
“We have people residing in this State working with companies in other border States and country like Oyo, Osun, Ondo, Lagos and Republic of Benin, taxes of these people are for Ogun State, when the residency rule is strictly adhered to and monitored.
Also, with the ‘Pay As you Earn’ ( PAYE), many do not know what they ought to pay. Do we monitor what they get monthly, do we have the right database of expatriates working in the State? All these are leakages that must be blocked”, he said.
The Chairman assured that when all these leakages are blocked with the set of professionals in the board to carry out Tax audit, the State IGR would surpass expectation, while enthusing that the target was achievable, he enjoined Board members to think outside the box, to justify their appointment and add significant value to the State.
Responding, one of the Board members, Hon. Bode Fakunle pledged the members’ readiness to run with the vision of the agency, by putting in their best to ensure Ogun takes its place of pride among comity of States.
